توتر وغليان في أوساط معتقلي السلفية الجهادية بالمغرب

تعيش السجون المغربية حالة من التوتر والغليان، خصوصا بالنسبة لمعتقلي "السلفلية الجهادية"، إثر وفاة السجين يوسف العينوس (23 سنة)، المسجون بموجب قانون مكافحة الإرهاب. وجاءت أولى بوادر هذا التوتر بعد يوم واحد من وقوع الحادث، إذ نفذ معتقلو التيار المذكور بمختلف سجون المملكة وقفة احتجاجية كما اقام السجناء في سجن الزاكي بسلا، حيث كان يقبع يوسف، اعتصاما للتنديد ب "الأوضاع السيئة التي يعاني منها السجناء، بدءا من التفتيش المهين للكرامة، ومرورا بالمعاملة اللا إنسانية والاستفزازات الصادرة من بعض الموظفين في حق السجناء وعوائلهم الذين صاروا عرضة للاهانة"، على حد تعبير السجناء.
وأكد المعتقلون، في بيان حصلت "إيلاف" على نسخة منه من جمعية النصير لمساندة المعتقلين الإسلاميين، أن "سجن الزاكي، وباستثناء بقية السجون، ظل يرزح تحت وطأة السياسة القمعية التي تنهجها الإدارة تجاه النزلاء"، مبرزين أن "هذه الفئة تعاني انعدام التغطية الصحية والإهمال وسوء التغذية وانعدام التجهيزات الضرورية، كنوافذ الغرف وأبواب المراحيض". وبخصوص العلاج والتطبيب، ذكر البيان أن "غياب المداومة الليلية يؤدي إلى الوفاة في حالات الاستعجال، كما حصل مع يوسف العينوس"، مطالبين في الوقت نفسه "المسؤولين بالتدخل لوضع حد للأوضاع المزرية التي يعاني منها السجناء". وكان يوسف اعتقل قبل 38 يوما، ووضع رهن الاعتقال داخل سجن سلا، في انتظار التحقيق معه من قبل القاضي المكلف بالإرهاب بملحقة الاستئناف بالمدينة ذاتها. ويعد هذا الحادث الثاني من نوعه، في ظرف أسبوع، إذ توفي، الخميس الماضي، رضوان خيي (33 سنة) الذي كان موضوعا تحت الحراسة النظرية لدى أمن القنيطرة، بأمر من النيابة العامة، في إطار قضية تتعلق بالضرب والجرح والسكر العلني والإضرار بملكية الغير. وأكدت مصادر أمنية أن الضحية لفظ أنفاسه بمستشفى "الإدريسي" الذي نقل إليه بعد أن انتابته أزمة الربو، مضيفة أنه جرى وضع جثة المتوفي بمستودع الأموات لإجراء التشريح، وأنه جرى إخطار النيابة العامة بذلك. وكان ميلودي زكريا زعيم جماعة الصراط المستقيم المغربية، المتهمة بالضلوع في اعتداءات 16 ماي الإرهابية بالدار البيضاء، لقي مصرعه قبل شهور، إذ لفظ أنفاسه الأخيرة في السجن نفسه بعد إصابته بأزمة ربو حادة، وهي الرواية التي نفتها السلطات القضائية، مشيرة إلى أنه "توفي خلال نقله فجرا إلى المستشفى"، كما أكدت أن "الميلودي لم يتعرض للإهمال، إذ أجري له، خلال سجنه في السنوات الثلاث الأخيرة، 68 فحصا، وآخر فحص له كان في 30 أكتوبر الماضي، وأن الأدوية كانت تسلم له بانتظام". غير أن السجناء كانت لهم رواية أخرى، إذ قالوا إن "زكريا ظل يطرق الباب ويصرخ بعد أن أصيب بأزمة الربو من العاشرة ليلا إلى غاية الثانية والربع من صباح اليوم، ليجري إخراجه إلى مصحة السجن وحقنه بمضاد لكنه توفي بعد ذلك." وتنظر السلطات المغربية الى زكريا على أنه زعيم تنظيم مسلح محظور في البلاد، وقد أودع السجن عام 2003، بعد اتهامات وجّهت له ولتنظيمه بمسؤوليته عن تفجيرات الدار البيضاء التي استهدفت خمسة مواقع، وأودت بحياة 45 شخصا.
وذكرت مصادر متطابقة أن السجين، الذي اشتبه في انتمائه لشبكة تجند المغاربة لإرسالهم إلى العراق، كان يعاني من مرض القلب، وأن أسباب الوفاة، حسب تشريح أولي أجري بالسجن، ناجمة عن نوبة قلبية، موضحة أن الوكيل العام بمحكمة الاستئناف بالرباط، انتقل إلى المكان، وعاين جثة المتوفي، وأمر بإجراء تشريح مضاد للوقوف على أسباب الوفاة الحقيقية.

Statement about anti-union behaviour of Moroccan Bank Attijariwafabank
Communiqué sur la violation des libertés syndicales
à la ATTIARIWAFABANK CASABLANCA
في "التجاري وفابنك" بجهة الدار البيضاء
Suite à la formation du bureau syndical régional de l’Union National des Travailleurs au Maroc (UNTM) de la région de Casablanca, en vue d’une organisation des cadres et employés travaillant au sein de l’institution bancaire Attijariwafa bank ; et après accomplissement des formalités administratives à travers le dépôt de la liste du bureau aux autorités compétentes contre accusé de réception ; une fois la direction de la banque informée et avant même aucune activité syndicale au sein de la banque ; nos syndicalistes ont été étonnés, ainsi que les responsables régionaux de la centrale syndicale, par des pratiques agressives faisant partie d’un passé que le Maroc a mis fin suite au processus démocratique. Ces pratiques sont l’oeuvre des responsables administratifs à la banque, et surtout du dénommé « A.A » et aussi par des collaborateurs qui prétendent être des militants ; faisant fi du droit syndical légitime garanti par l’Etat et aussi par tous les traités nationaux et internationaux. Ainsi les membres du bureau syndical ont fait l’objet de :
• Convocation de certain membres avec une pression sur eux pour le dépôt de leur démission du bureau syndical, bien que la démission est un acte volontaire et en plus doit être adressée à la centrale syndicale au lieu de la direction de la banque.
• Terroriser les membres à travers un chantage clair sur leur avenir au sein de la banque.
• Divulguer des rumeurs, et de fausses informations sur l’Union Nationale des Travailleurs au Maroc. Le secrétariat national de l’Union Nationale des Travailleurs au Maroc après avoir été informée de cette escalade et de ces pratiques irresponsables insiste sur ce qui suit :
• La condamnation des agissements autoritaires de certains responsables d’Attijariwafa bank, et leur recommande de ne pas toucher au droit syndical des travailleurs puisqu’il s’agit d’un droit légal, en plus cette pratique porte atteinte à l’image d’Attijariwafa bank.
• La solidarité totale avec notre bureau régional du secteur bancaire Attijariwafa bank pour sa défense de son droit d’appartenance et d’organisation du secteur bancaire ; ainsi que son soutien total contre l’indifférence et l’agressivité de la direction bancaire.
• Sollicite l’intervention de la direction générale pour que cessent ces pratiques qui nuisent à l’image de la banque sur le plan national et international.
• L’UNTM insiste sur le respect de son sacré principe basé sur la priorité du dialogue en vue d’arriver à une entente constructive et bénéfique pour les deux parties, en dehors des surenchères et des faux problèmes avec toujours une main tendue à la direction ; en parallèle, I’UNTM souligne sa détermination d’aller en avant et se préparer pour mener son combat en vue d’exercer sa mission syndicale.
•Appeler les membres de la centrale syndicale et tous les sympathisants de I’UNTM secteur bancaire à une solidarité avec leurs collègues de Casablanca, et leur rassemblement derrière le bureau syndical
